Mark Leno’s bill that would have prohibited the firing of employees for participating in the state’s program. Republicans cede California’s sovereignty to the feds on this issue. In the end, Leno could not get enough Democrats to support the bill — perhaps some Democrats fear it might be used against them in contested primaries. Given the gerrymander in California it is doubtful any Democrat would be hurt by this in November.
